MoCannTrade Board + Committees

The Missouri Medical Cannabis Trade Association is comprised of business professionals from a variety of industries, backgrounds and expertise working together to provide a meaningful impact on Missouri’s medical marijuana trade and program implementation. Our board’s experience in other cannabis-legal states, licensing / application / operations as well as navigating Missouri’s business landscape, highlights our role as trusted partner to guide state government, regulators and the medical marijuana industry.

MoCannTrade Sub-Committees

CULTIVATION (CUL)

This committee has nine members reflecting knowledge and expertise pertaining to cultivation approaches, methods, SOPs, GMPs, compliance, challenges and opportunities. This committee is led by the cultivation committee chair and a cultivation focused Government Affairs rep. This committee represents industry, program, regulatory and policy thought, guidance and positions to ensure safe, compliant and successful cultivation operations.

MANUFACTURING | TESTING LAB (MAN)

This committee has nine members that include voices and expertise from industry service providers, licensed infused products manufacturers, processors and testing lab facilities. Representing manufacturing and processing approaches, product and food safety compliance, product testing standards and methods, ISOs and testing compliance, this committee works to identify challenges and opportunities for MIPS and testing facilities. This committee is led by a manufacturing/testing lab chair and Government Affairs rep who work to represent industry, program, regulatory and policy guidance with the goal of safe and compliant product processing and testing.

DISPENSARY (DIS)

This committee has 11 members including one from each of Missouri’s eight congressional districts.  This committee includes knowledge and expertise pertaining to retail operations, safe and secure product access, patient education and advocacy, staff training, SOPs, compliance challenges and opportunities.  This committee is led by a chair and Government Affairs rep to ensure industry, program, regulatory, policy and patient safety guidance.

TRANSPORTATION | SECURITY | TECHNOLOGY (TST)

This committee has 11 members and includes thought leaders with knowledge and expertise in product and cash transportation, facility security and technology.  This committee is led by a chair and Government Affairs rep who will collaborate with the diverse committee voices and also all of the other industry facing committees as transportation, security and technology topics are relevant and woven between all licensed facilities. This committee works to represent industry, program, regulatory and policy guidance to ensure safe, compliant and successful protection of people, product, and facilities. 

GOVERNMENT AFFAIRS (GOV)

This committee works to understand, create, guide and communicate regulatory matters between association members, the board of directors and any relevant state organizations such as the Department of Health and Senior Services, state legislature and Governor’s office. Comprised of industry and regulatory specialists, this committee’s primary role is to focus on regulatory matters related to Missouri’s MMJ program implementation as well as specific lobbying efforts to ensure fair, compliant and expedient program roll out and legislative representation where appropriate

HEALTHCARE EDUCATION + TRAINING (HET)

Comprising 9 members, this committee focuses on successful education of stakeholders in the community, including patients and physicians. From healthcare systems, physicians, providers and patients, this committee researches & defines best practices with stakeholders to ensure a safe, responsible and successful program implementation. Physician and practitioner education are paramount to the success of Missouri’s MMJ program and this committee works to accomplish education and training via outreach and partnership with health systems, physicians and providers along with providing CME credit seminars, thought leadership and speaking engagements.

Co-Chair | Director of Cultivation – Beleaf Co.

  • Associated with the Colorado cannabis industry from its inception
  • Expanded Colorado-based company from one cultivation site in 2009 to four dispensaries and over 30,000 sq. ft. of cultivation in 2015
  • Worked with CA cannabis growers to bring greenhouse and full-sun operations into compliance with Prop 215. Then into state and local compliance for legal recreation market
  • Assisted principals of prominent San Francisco dispensary in successfully launching and establishing their business in a highly regulated, competitive market

Upon returning to his home state of Missouri, Mr. Curtis helped establish the Beleaf Company. His extensive knowledge and experience working within the cannabis industry will be extremely valuable in guiding the efforts of Missouri medical cannabis stakeholders, regulators and MoCannTrade members.

Chris McHugh’s experience practicing in criminal defense, prisoners’ rights, and First Amendment law has helped make him one of the best attorneys in the industry. Chris also recognizes that his complex civil case work over the last ten years with businesses in the trucking industry may be even more valuable when it comes to dealing with federal and state agencies/regulators in the medical marijuana world. While his focus is on licensing and regulatory compliance, Chris also has strong relationships with attorneys who know organizational and investment documents, tax, probate, real estate and construction. Chris is more than just an attorney in this space, he is also the co-founder and CEO of Vertical Enterprise LLC, a licensed medical marijuana cultivation, manufacturing and dispensary company in St. Joseph, MO.     Mr. White joined MoCannTrade in the summer of 2018, providing his unique knowledge and industry insight gained from his experience aiding a Missouri based client’s move into the Colorado cannabis market in January 2017. As of February 2019, that clients’ Colorado business now maintains a robust global footprint and continues to expand. In addition, the company seeks to return “home” to hold a strong presence in the new Missouri MMJ Industry. Mr. White plays a pivotal role in outreach efforts to cities, municipalities and law enforcement agencies throughout the state in order to help the association lay the groundwork for the most successful MMJ program rollout in this country’s history.

Mr. Williams is an accomplished business owner and community pillar through his decades of pharmacy leadership and customer service.   Brett helped build his small, family-owned pharmacy into St Louis’ largest independent pharmacy until selling three of four stores to a national chain in 2011. Brett is a respected medical industry professional focused on improving the lives of his customers and those who rely on him for healthcare leadership and expertise.  Brett has led hospital missions in Haiti as well as local/regional disaster relief efforts with the Red Cross.  It is this passion and dedication to his community that makes Brett the perfect addition to MoCannTrade and the Healthcare Education and Training committee.

His expertise in package and product design, coupled with his fine art skills, are the foundational pillars for a conceptual design powerhouse with production and manufacturing capability. He has worked with medical practice and facility regulations regarding billing, facilities planning, and facility implementation and accreditation. Other areas of concentration include Medicare & Medicaid regulations, DEA regulations and physician contracting. He has also worked as a liaison for practices with Medicare, Medicaid and private insurers. Over the years, Paul has provided guidance to medical practices and testimony for attorneys regarding Medicare and Medicaid fraud.

Before entering the cannabis industry in 2015, Zachary worked as a senior staff attorney at Orleans Public Defenders in New Orleans, LA.  Zachary attended Harvard University and Stanford Law School, where he was a member of the Stanford Law Review.

Corby Jones

Mr. Jones is the CEO, Co-General Counsel and Co-Founder of Strayne, LLC. Since being diagnosed with Multiple Sclerosis (M.S.) in 2012, Mr. Jones has taken a particular interest the legalization of medicinal cannabis throughout the United States. Among many other benefits, he has paid specific attention to cannabis studies pertaining to M.S. symptom management and related stem cell research. As his knowledge in the cannabis space has grown, he has consulted and advised clients from other jurisdictions in cannabis related litigation

Corby is an alumnus of the University of University Missouri- Columbia for both undergraduate studies and law school. Throughout his 15-year legal career, Mr. Jones has dealt with myriad issues relating to commercial litigation and real property purchase and acquisition. He has also worked for the National Association of Intercollegiate Athletics (“NAIA”) and National Collegiate Athletic Association (“NCAA”) on cases involving student-athlete eligibility, amateurism, student-athlete health and welfare, and civil rights. Additionally, Corby has served as counsel to the NCAA on legislative and governance matters and assisted in the development and implementation of amendments to the Division I enforcement program.

Mr. Jones honed his interpersonal and leadership skills as a 4-year starter at quarterback and eventual team captain for the Mizzou football team. In his last 2 seasons at the helm, he guided his team to the university’s first bowl appearance and subsequent bowl win, in 13 and 14 years, respectively. During his senior year, he was also named as an Academic All-American, and one of 15 National Football Foundation National Scholar Athletes. He played professionally in both the NFL and Canadian Football League, and was inducted into the University of Missouri-Columbia Intercollegiate Hall of Fame in 2003. Corby later (while practicing law) worked as a college football analyst for the Fox Sports Networks. In October of 2016, he was inducted into the Missouri Sports Hall of Fame.

Mr. Jones has been a strong proponent in the push for a social equity component in the implementation of Missouri’s Amendment 2. He believes that everyone should be able to both access the medicine derived from cannabis and serve their communities (geographic limitations and socioeconomic status, notwithstanding). As an advisory board member of McCannTrade and member of its Government Affairs Committee, Mr. Jones drafted the initial MBE/WBE provision, which was proposed for presentation to the Department of Health and Senior Services.

Kevin E. Riggs is the President, Chief Executive Officer and Majority Shareholder of Cole. Kevin is responsible for the overall management, development, growth, and direction of the firm. He is actively involved in the planning and design phases of numerous projects, as well as client communications.

With 28 years of experience, Kevin is an industry leader. His firm has garnered three national awards and is consistently recognized by the St. Louis Business Journal. His personal achievements have been awarded by the design industry and his peers at the Missouri Society of Professional Engineers. After an 18-year career at AT&T with numerous IT roles in software development, project management and vendor management, Eric left the company to travel and explore new opportunities. He has board experience with Non-Profits including Epworth Center and as treasurer for the St. Louis Gaelic Athletic Club. In 2012, Mr. Tilley left office and founded Strategic Capitol Consulting (SCC) a government affairs and consulting business, which primarily handles state and some local government business.
